Can a consultant qualify for the Global Talent visa in digital technology?

Global Talent permission allows self employment after grant. That does not make consultancy a qualifying endorsement profile. The current digital technology guidance excludes consultancy, outsourcing and service delivery, while requiring business skills to be established through in house work for a product led digital technology company.

The freedom to consult after grant is not the test for endorsement.

Tech Nation's current official skills guidance lists service delivery, process delivery, outsourcing, technical or management consultancy, ERP consultancy, systems administration and related fields as unsuitable. It separately states that business skills must have been exercised in house within product led digital technology companies, not agencies, outsourcers, marketing firms or other service companies.

The position

Whether consultancy experience can support digital technology endorsement

A consultant is not automatically incapable of Global Talent endorsement because of a job title or an earlier consulting career. The material difficulty is that Tech Nation's current official skills guidance expressly treats consultancy, outsourcing, service delivery and related fields as unsuitable, and requires business skills to have been exercised in house within product led digital technology companies. An application should proceed only where the applicant can prove a distinct eligible digital technology profile, recognition as a leader or potential leader and at least 2 additional criteria without relabelling client service work as product innovation.

  • The endorsing body assesses the substance of the career and evidence, not a reworded job title.
  • A mixed consultancy and product business requires proof that the product is real and that the applicant's qualifying contribution is attributable to it.
  • The permission to be self employed after a Global Talent grant does not widen the earlier endorsement criteria.

A technology consultant may build sophisticated systems, advise recognised companies and earn at a senior level. Those facts can demonstrate professional ability. They do not, without more, place the person within the digital technology endorsement criteria for Global Talent.

The difficulty is structural. The current official list of skills covered by Tech Nation expressly excludes consultancy and several adjacent delivery functions. The substantive criteria also focus on innovation and significant contribution within product led digital technology companies. A strong client list or an impressive portfolio of delivered projects may therefore prove success in a field that the endorsement guidance treats as outside its intended scope.

The analysis should not stop at a job title. Some applicants have moved between consultancy and product companies, built a proprietary platform alongside client work or made separate technical contributions through research or open source projects. The application must identify which work is genuinely eligible, whether it is sufficient to meet the mandatory and optional criteria and whether the documents can distinguish that work from the excluded service model.

01 · The legal gateway

Digital technology endorsement is a field decision before it is an evidence exercise.

Appendix Global Talent provides the immigration route. For a digital technology applicant who does not hold a qualifying prestigious prize, the Home Office sends the endorsement application to Tech Nation. Tech Nation then decides whether the applicant is a leader or potential leader within the digital technology field under the published criteria.

The criteria are not a general test of whether the person is highly skilled, innovative in ordinary language or valuable to the UK economy. They identify particular forms of recognition, innovation, sector contribution, significant technical or commercial contribution and research. The official skills guidance then describes the technical and business profiles normally treated as within the field and expressly identifies specialisms that are unsuitable.

Field fit must therefore be resolved before 10 evidence documents are selected. A bundle can be authentic, impressive and commercially substantial while still proving the wrong professional proposition.

02 · The exclusion

Consultancy and adjacent delivery functions are expressly identified as unsuitable.

The official skills guidance updated on 1 July 2026 lists service delivery, process delivery, outsourcing, technical or management consultancy, ERP consultancy, systems administration and related fields as specialisms that are not considered suitable. This is more than an absence from an illustrative list. It is an express negative statement about field fit.

The exclusion captures a common commercial model: the applicant or their employer supplies expertise to help a client select, configure, implement, integrate or operate technology. The work may be technically demanding and may produce significant value for the client. Its commercial success does not convert the service into the applicant's own product led technology achievement.

Changing the description from consultant to architect, transformation lead, fractional CTO or innovation adviser will not answer the point if the underlying work remains client commissioned delivery. Contracts, statements of work, invoicing, intellectual property ownership and the identity of the product owner may reveal the substance more clearly than the title.

Service delivery

The applicant implements or operates a solution for a client rather than developing an attributable product for a product led business.

Outsourcing

The commercial model supplies technical capacity or managed delivery to another organisation.

Consultancy

The value proposition is advice, transformation or implementation commissioned by clients.

Product work

The business creates and develops its own software, hardware or data product and the applicant's contribution can be proved within it.

03 · Career classification

A job title is not conclusive, but the evidence must establish an eligible body of work.

The published list of suitable technical and business skills is stated to be indicative rather than exhaustive. That permits proper assessment of modern roles that do not fit a fixed title. It does not neutralise the express exclusion of consultancy and service work.

A person described as a consultant may have a separate record as a founder, product executive, principal engineer, open source maintainer or researcher. Conversely, a person called a product director may in substance lead customised delivery for individual clients. The correct analysis follows the work, the employing business and the resulting intellectual and commercial assets.

The application should classify each material period within the last 5 years. Eligible product work, excluded consulting delivery, independent sector contribution and research should be separated. Only then can the applicant decide whether the eligible record is sufficiently recent, sustained and substantial to carry the mandatory criterion and 2 optional criteria.

04 · Mixed business models

A consultancy with a software platform is not automatically a product led company.

Many service businesses develop internal tools, client portals, automation or a software platform alongside advisory work. The existence of code does not itself establish that the company is product led. The evidence should show what the business sells, how the product reaches users, who owns it and whether the product has a commercial life independent of bespoke client delivery.

A credible mixed model analysis may address recurring product revenue, user numbers, product pricing, deployment across customers, intellectual property ownership, product investment, engineering headcount and the roadmap. The purpose is not to impose a single commercial definition absent from the published guidance. It is to provide reliable evidence for the proposition that the applicant's qualifying work belongs to a product led digital technology business.

The applicant's own role remains separate. Company level metrics may establish that a product exists and has impact. They must still be connected to what the applicant personally conceived, built, led or commercialised. A founder title and corporate revenue do not prove individual attribution.

05 · Technical applicants

Technical sophistication cannot by itself cure an excluded delivery model.

The official suitable skills include senior engineering, artificial intelligence, cyber security, data, DevOps, product design and other technical disciplines. A consultant may possess precisely those skills. The remaining question is where and how they were exercised.

Building a complex system to a client's specification, integrating enterprise software or administering a client's infrastructure can remain consultancy, outsourcing or service delivery even where the implementation is novel. Evidence directed only to technical difficulty may therefore miss the field objection.

A technical applicant may have a distinct eligible record through a proprietary product, a qualifying employee role in a product led business, significant open source contribution or research published or endorsed by an expert. Those achievements should be evidenced in their own right. They should not be used as labels to disguise the commercial substance of ordinary client work.

06 · Business applicants

Business skills must be shown in house within a product led digital technology company.

The official skills guidance recognises commercial leadership, C suite and operational experience, product management, venture investment, performance marketing, enterprise sales and sector specific expertise. It then states that business skills apply to in house work within product led digital technology companies, not technology enabled or service companies such as agencies, outsourcers and marketing firms.

This creates a particular risk for fractional executives and advisers. A consultant may have shaped growth, sales or market entry for several successful technology clients. If the relationship was external advisory work, the evidence does not automatically establish the in house contribution required by the guidance.

Where the applicant previously held an eligible in house position, that period should be proved through employment records, governance material, product and revenue evidence, board or investor records and documents showing personal decision making. Client testimonials about advisory quality cannot substitute for the required relationship with the product led company.

07 · Permission after endorsement

Global Talent holders may consult after grant, but that freedom does not operate retrospectively.

The Global Talent route is intentionally flexible. A person granted permission may ordinarily work as an employee, be self employed or act as a company director, and may change or stop work without notifying the Home Office. Those are conditions of immigration permission after the endorsement and visa stages have been satisfied.

The ability to undertake consultancy after grant does not mean a consultancy profile must be endorsed. Endorsement asks whether the applicant's existing achievements establish leadership or potential leadership within the defined field. Conditions of stay answer what an already successful applicant may do in the UK.

Extension and settlement introduce a further distinction. Appendix Global Talent requires relevant UK earnings in the field connected to the original endorsement or prize. Consulting income may potentially form part of that evidence where it is genuinely earned in the endorsed field, but the work, payment, UK connection and field relationship must be proved. That later earnings test does not rewrite the original endorsement decision.

08 · The evidence bundle

The 10 document limit makes field classification an allocation decision.

The current digital technology guidance requires a CV, 3 recommendation letters and, for a founder or senior executive in the last 5 years, proof of the connection to the technology business. The applicant may then provide no more than 10 documents to establish the criteria. At least 2 documents must address recognition as a leader or potential leader, and at least 4 must address 2 additional criteria, using 2 documents for each.

The same document cannot be used for more than 1 criterion. A mixed career therefore creates an allocation problem. Documents spent proving that client delivery was difficult or valuable may add little if the endorsing body considers the activity outside the field. The strongest items should first establish the product led context and then prove the applicant's attributable recognition, innovation or contribution within it.

Recommendation letters require the same discipline. They can explain context and personal standing, but they do not turn an agency into a product company or make external consultancy an in house role. Each factual proposition in a letter should be capable of support through the documentary record.

09 · Category and remedy

Exceptional Promise is not a route around the consultancy exclusion.

Exceptional Promise applies to a potential leader and is likely to be relevant to a person with less than 5 years of experience in technology, although a longer career in another field is possible. The distinction changes the level of recognition to be proved. It does not replace the requirement for an eligible digital technology profile or remove the product led focus of the substantive criteria.

If endorsement is refused, a review can address whether evidence was overlooked or whether the process was applied incorrectly. New evidence cannot be supplied through the review, and the application is not reconsidered merely because the applicant disagrees with the assessment. A refusal based on field mismatch therefore requires careful analysis before review is chosen.

A fresh application may be appropriate where the applicant has an eligible record that was badly classified or insufficiently evidenced. In other cases, Skilled Worker, Innovator Founder or another immigration route may fit the proposed UK work more honestly. Route selection should follow the real career and business model rather than the flexibility of the visa the person would prefer to hold.

10 · Counsel judgment

The application should survive a simple question: who owned the product being advanced?

For each claimed achievement, identify the product, its owner, the applicant's relationship to that owner, the applicant's personal contribution and the measurable consequence. If the answer repeatedly describes a client's product, a client contract and a deliverable owned by the client, the field risk is not cured by the scale of the engagement.

Where the evidence identifies a product led employer or venture, proprietary technology, attributable leadership and independent recognition, the consulting history can be placed in its proper context rather than concealed. The application then succeeds or fails on the eligible record that remains.

A disciplined adverse assessment is valuable. It can prevent a weak endorsement application, preserve the credibility of future evidence and redirect the applicant towards a route that supports the actual UK plan. Global Talent should be used where the evidence already proves the field, not where the narrative is being asked to create one.

Test the product led case before drafting the endorsement narrative.

A consultant or mixed model founder should be able to answer 8 questions from contemporaneous evidence.

Separate consultancy, outsourced delivery, product employment, founder work, research and sector contribution by date.

Classify the business model

Identify what each business sold, who owned the technology and whether a product existed independently of client delivery.

Identify the eligible record

Remove excluded service work from the analysis and test whether the remaining digital technology achievements are sufficient.

Prove the product context

Use revenue, users, pricing, intellectual property, product records, investment and team evidence where genuinely applicable.

Attribute the contribution

Show what the applicant personally conceived, built, led or commercialised and how the documents establish it.

Select Talent or Promise

Apply the correct level of recognition without using Promise as an answer to an unsuitable field.

Allocate the 10 documents

Reserve distinct evidence for mandatory recognition and 2 optional criteria without double use.

Compare another route

Test Skilled Worker, Innovator Founder or another route if the proposed UK activity remains consultancy or client service work.

Practical questions.

Can a technology consultant qualify for the UK Global Talent visa?

Potentially, but not by relying on consultancy as the qualifying specialism. Current official guidance treats technical and management consultancy, outsourcing, service delivery and related work as unsuitable. The applicant would need a distinct eligible digital technology record that meets the recognition and additional criteria.

Does a consultant job title automatically prevent endorsement?

The title is not conclusive. The endorsing body will assess the substance of the work, business model and evidence. A consultant may have separate eligible achievements, but relabelling client delivery will not change its character.

What is a product led digital technology company for Global Talent?

The official criteria focus on companies creating digital technology products and on attributable innovation or significant contribution within them. A useful evidence assessment examines what the company sells, who owns the technology, whether the product operates beyond bespoke client delivery and how the applicant contributed.

Can an agency qualify because it has built its own software platform?

The platform may be relevant, but its existence is not decisive. The evidence should establish the commercial and operational significance of the product, its ownership, users or customers, revenue model and the applicant's own contribution, separately from the agency's service work.

Can outsourced software development count as Global Talent evidence?

The official skills guidance identifies outsourcing and service delivery as unsuitable. Separate product work, open source contribution, research or eligible employment may still require assessment, but outsourced client delivery should not be presented as if it were automatically product led innovation.

Can a Global Talent visa holder work as a consultant?

Yes. A person who has already obtained Global Talent permission may ordinarily be self employed, work as an employee or act as a company director. That post-grant freedom does not widen the criteria applied at endorsement stage.

Can Exceptional Promise overcome a consultancy background?

No. Promise adjusts the level of leadership being assessed but does not remove the field requirements or the express exclusion of consultancy and related service work.

Should a refusal based on consultancy be reviewed or reapplied?

A review is confined to alleged assessment or process error in the original application and cannot introduce new evidence. The refusal reasons, the original documents and any genuinely distinct eligible record should be analysed before choosing review, a fresh application or another route.
