Select the person for their expertise and knowledge, not their letterhead.
This analysis concerns the existing digital technology endorsement requirements. It does not describe a new September reform. The legal requirements are distinguished below from practical judgments about presenting a persuasive case.
The position
Who can write a Global Talent digital technology recommendation?
The digital technology route requires 3 dated recommendations from 3 different established experts in the field. Each must have detailed knowledge of the applicant's work covering at least 12 months. A founder, CTO, investor or former manager may be suitable if their own expertise and knowledge meet that test. Seniority, a famous employer or an investment alone is insufficient.
- GTE 7.2 requires different individuals; it does not impose a requirement for 3 different organisations.
- A strong recommendation supports the case but does not replace the separate eligibility evidence.
The first recommendation offered to a technology applicant is often the most senior person they can reach. That may be the right choice. It may also produce the weakest letter in the application: an impressive signature above an account assembled entirely from the applicant's own briefing.
The better question is who can give an informed, attributable assessment of the work. A former CTO who can explain a consequential engineering decision may provide a more useful recommendation than a celebrated founder who has met the applicant twice. Neither title settles whether the individual meets the published requirements.
For founders, engineering leaders and commercial executives, recommender selection should precede drafting. By the time 3 senior people have agreed to sign a common template, the applicant may have committed to the wrong evidence strategy.
01 · The requirements
The rule tests the individual, the relationship and the assessment.
Appendix Global Talent, GTE 7.2, requires the recommendations to explain the relationship, the applicant's achievements, why the applicant is a leader or potential leader, and their anticipated contribution to the UK's digital economy. The requirement applies to both Exceptional Talent and Exceptional Promise. A supportive employment reference is not necessarily an endorsement recommendation.
The 12 month requirement concerns detailed knowledge of the work. Being connected online for a year, attending the same events or recognising the applicant's name does not establish that knowledge. The letter should make its basis intelligible: the relevant dates, roles, work observed and nature of the professional interaction.
There is no reason to import a different endorsing field's requirements into a technology application. Equally, the absence of a 3 organisation rule is not an argument for choosing 3 colleagues automatically. The practical question is whether each adds a credible assessment rather than reproducing one employer's account.
02 · Founders and technical leaders
A founder or CTO should explain what the applicant changed.
A founder may know the commercial stakes but have limited visibility of the applicant's technical contribution. A CTO may understand the architecture precisely but say little about why it mattered beyond the engineering team. The recommendation should use the author's actual vantage point, without claiming knowledge they do not possess.
For an engineer, a useful account might distinguish responsibility for a core design decision from participation in its implementation. It could explain the constraints, the applicant's judgment, the adoption of that judgment and the observable result. These are questions to investigate, not a formula or an invitation to invent metrics.
For a commercial leader, the same discipline applies to product positioning, distribution, enterprise adoption or growth. Company revenue is a starting point for inquiry. It does not establish which decisions were the applicant's, how those decisions affected performance or why the author regards the contribution as significant.
03 · Investors
An investment relationship needs an evidential explanation.
An investor is neither automatically unsuitable nor automatically persuasive. The individual must satisfy the digital technology expertise and knowledge requirements. A fund's reputation cannot supply the personal knowledge of the person signing.
Consider what the investor actually did. Sustained board involvement, technical or commercial diligence followed by close oversight, and informed assessment across a relevant portfolio may provide a substantial basis for a recommendation. A recent introduction, a brief pitch meeting or a passive holding may provide much less.
The relationship should be transparent. State the investment, board or advisory connection where relevant and distinguish direct observation from information received in management reports. A financial interest should not be concealed to create a misleading impression of independence. Nor should it be treated as a prohibition which the cited rule does not contain.
The letter should avoid converting fundraising into a personal award. Raising capital may be commercially important, but the investor should explain the applicant's specific role and the reasons for their assessment. An investment thesis about the company and an endorsement of an individual's standing are different propositions.
04 · Former managers
A former manager's detail can matter more than a current executive's title.
A former manager may be well placed to identify the applicant's original contribution because they supervised the relevant work. Their own expertise still needs to be established. Reporting seniority alone does not demonstrate standing as a digital technology expert.
A change of employer does not erase knowledge of earlier work. The recommendation should make clear which role the author held at the time, what they observed and whether their current organisation is involved in the recommendation. Letterhead should not imply that a new employer has verified achievements at an unrelated company.
Where the relationship ended several years ago, assess the relevance of the work to the present case. Do not imply recent supervision or continuing collaboration where there has been none. The chronology should agree with the CV and supporting documents.
05 · The combined case
Give each recommender a distinct reason to be in the bundle.
GOV.UK asks for different examples across the letters and an application specific explanation of the relationship, achievements, leadership, UK benefit, contribution and plans. It also requires dated, typed letters within the 3 A4 page limit, excluding credentials and contact details, with appropriate signature, contact information and organisational details where applicable. The author's CV or other accepted proof of credentials accompanies the letter. Check the current document instructions before submission.
A sensible allocation might ask one expert to explain the applicant's technical judgment, another to assess commercial consequence and a third to discuss contribution beyond the immediate team. That is a practitioner approach, not a requirement to find one author of each type. It works only where those subjects reflect the real record and each author has the necessary knowledge.
Drafting assistance should help an author address the relevant questions accurately. It should not manufacture a personal assessment for a busy executive to adopt without scrutiny. Give the author a factual chronology and relevant records; ask them to correct, qualify and approve the account in their own professional judgment.
Identical praise repeated under 3 signatures adds little. Contradictions are worse: different launch dates, incompatible descriptions of ownership or inconsistent revenue periods invite questions about how well the authors know the work. Reconcile the facts without flattening the authors' genuinely different perspectives.
06 · Evidence boundaries
Recommendations do not turn assertion into independent proof.
The mandatory recommendations sit outside the maximum 10 documents used to demonstrate the endorsement criteria. Treat that separation as substantive. A recommendation can interpret an achievement and explain its importance; it should not be used to assume that the separately required evidence has been supplied.
For every consequential assertion, ask what a reader can verify elsewhere in the application. Product records, appropriately authorised performance data, contemporaneous recognition or other reliable documents may provide corroboration. The right material depends on the criterion and the facts. Do not fill the bundle with extracts of the same endorsement letter under different headings.
Confidential information requires care. Obtain necessary permissions, minimise disclosure and retain enough context for any redaction to remain intelligible. An applicant should not breach obligations to an employer or portfolio company simply to produce a more impressive number. If a claim cannot responsibly be evidenced, reassess its place in the case.
07 · Future contribution
UK plans should connect the existing record to a credible next step.
A generic promise to contribute to the UK technology sector does little to distinguish the applicant. The useful inquiry is how the work already demonstrated could translate into a specific contribution: a product being developed, a relevant technical field, a commercial capability or a credible plan for sector participation.
The recommender need not pretend to know the future. Separate existing arrangements from intentions and explain the basis of any professional opinion about the applicant's prospects. Do not describe exploratory discussions as contracts, an intended venture as an operating business or an aspiration as a committed investment.
The eligibility guidance makes clear that recommendations are considered alongside the wider career and evidence. The letters should therefore fit the application being made, including its Talent or Promise basis, without inflating an emerging record into a claim of already established leadership.
08 · Filing judgment
Resolve a weak letter before submission, not through a planned review.
A rushed application sometimes assumes that a better author or fuller letter can be supplied if the first decision is adverse. The official endorsement review process does not allow new evidence. It is not a second drafting round.
Where a proposed author cannot establish the required knowledge or expertise, replacing adjectives will not cure the problem. Reconsider the selection, the filing date or the route. A genuine gap may require time rather than presentation.
If the application has already been refused, distinguish a failure to consider material actually submitted from evidence that should have been included but was not. That distinction informs whether review or a fresh application is the appropriate next step. Neither a recommendation nor endorsement itself guarantees a visa grant.
Recommender selection
Review the 3 authors before commissioning the letters.
Use this sequence to identify a defensible selection and the work needed before filing.
Establish expertise
Identify each person's relevant digital technology record and the credentials that substantiate it.
Map knowledge
Record the dates, work and interactions through which each author acquired detailed knowledge over at least 12 months.
Allocate examples
Choose distinct, accurate examples suited to each author's actual professional perspective.
Test attribution
Separate the applicant's contribution from team output, company success and the author's assumptions.
Reconcile the record
Check dates, roles and metrics against the CV and criterion evidence; address confidentiality before circulation.
Secure informed approval
Have each author verify the facts and assessment, then check the current formal requirements before submission.
Practical questions.
Must the 3 technology recommendations come from different companies?
GTE 7.2 specifies 3 different individuals, not 3 different organisations. Each must meet the expertise and knowledge requirements. Shared employment does not remove the need for distinct examples and credible assessments.
Can my investor write a Global Talent recommendation?
Potentially. Assess the individual investor's digital technology expertise and detailed knowledge of your work. Explain the investment relationship and the basis of the assessment; investment alone is insufficient.
Can a former manager write a recommendation?
Potentially, if they meet the requirements. Explain their relevant expertise, when they supervised the work and what they can personally substantiate. Their present employer should not be presented as verifying work it did not observe.
Does knowing the recommender socially for 12 months satisfy the requirement?
No. The requirement concerns detailed knowledge of the applicant's work, not merely the duration of an acquaintance.
Do the 3 recommendation letters count towards the 10 evidence documents?
No. GOV.UK treats the mandatory recommendations separately from the maximum 10 criterion evidence documents. They do not remove the need to demonstrate the relevant eligibility criteria.
Can I submit a stronger letter during endorsement review?
The official review process does not accept new evidence. Review should address an alleged error in the assessment or process concerning the original application, rather than repair the bundle with a replacement recommendation.
