Erasmus+ returns to the UK: which visa route applies to study, training and placements?

The UK will associate with Erasmus+ from 2027, but programme participation is not immigration permission. New rules taking effect on 8 October 2026 divide inbound mobility between the Visitor, Student, Child Student and Government Authorised Exchange routes according to the participant’s actual activity.

Enacted changes · Most provisions begin 8 October 2026

The programme returns in 2027, but the immigration architecture begins earlier.

HC 584 was laid on 3 September 2026. Its Erasmus+ amendments to the Visitor, Student, Child Student and Government Authorised Exchange provisions take effect on 8 October 2026. Relevant applications made before that date are decided under the Rules in force on 7 October 2026.

The position

Which UK visa does an Erasmus+ participant need from 2027?

There is no single Erasmus+ visa. From 8 October 2026, a genuine Erasmus+ mobility may use the Visitor route for qualifying study, training, job shadowing and limited activities; the Student or Child Student route for sponsored study; or Government Authorised Exchange for eligible traineeships, teaching placements and training assignments. The correct route turns on the actual activity, duration, age, degree of productive work, sponsor arrangements, payment and entry requirements. Programme acceptance alone does not authorise study or work in the UK.

  • Most of the new provisions take effect on 8 October 2026 and are intended to support UK association with Erasmus+ from 2027.
  • Applications made before 8 October 2026 are decided under the Rules in force on 7 October 2026 under HC 584’s transitional provision.
  • The new Visitor traineeship provision is confined to participants aged 18 or under and to a maximum of 30 days; productive placements outside that boundary require a different analysis.

The United Kingdom’s association with Erasmus+ from 2027 reopens an important channel for education, training, youth and sport mobility. It does not create a single Erasmus visa. The correct immigration route will depend on what the participant will actually do in the UK, for how long, for whom and on what terms.

HC 584 creates a deliberately mixed model. A visitor may undertake defined Erasmus+ study, training, job shadowing and tightly limited traineeship activities. Longer or sponsored study may fall within Student or, in the appropriate case, Child Student. Eligible traineeships, teaching placements and training assignments can instead use a new Government Authorised Exchange scheme with an overarching sponsor.

That design creates choice, but also risk. A programme label cannot turn productive work into observation, a paid placement into visitor activity or a state school into a licensed Student sponsor. Universities, schools, employers, sports bodies and programme coordinators should classify each mobility before issuing invitations, confirming placements or promising that no visa is required.

02 · Route selection

The route follows the activity, not the Erasmus+ label.

The new rules define an Erasmus+ participant by reference to a genuine mobility project, but that status is only the gateway to the new provisions. It does not decide whether the person is a visitor, a sponsored student or a temporary worker. The proposed UK activity must fit the conditions of the selected route independently.

A classroom course, structured training, participative observation, a productive traineeship, a teaching placement and a sports coaching assignment can all sit within an Erasmus+ programme. They do not have the same immigration character. The host should describe the tasks in operational terms rather than rely on labels such as exchange, intern, observer or volunteer.

Duration is important but not decisive. A short placement can still be work that the Visitor route does not permit. Conversely, a defined period of observation may be lawful visitor activity if the person remains within the amended permitted activities and satisfies the wider Visitor requirements.

Study

Identify the course, institution, level, duration and whether Student sponsorship and a Confirmation of Acceptance for Studies are required.

Training

Distinguish training received by the participant from productive services delivered to the UK host.

Placement

Describe the daily tasks, supervision, outputs, hours, payment and whether the participant fills any role in the host organisation.

Observation

Job shadowing must remain participative observation and should not become substitution, service delivery or responsibility for a role.

03 · Visitor study

A visitor can undertake an accepted Erasmus+ course for up to 6 months.

From 8 October 2026, Appendix V will expressly recognise study on an accepted course at an accredited institution participating in Erasmus+ where the course forms part of a genuine Erasmus+ mobility project. The ordinary 6 month limit on visitor study remains relevant.

The institution and course must satisfy the amended rule. Programme funding or an overseas institution’s nomination cannot replace evidence that the UK institution is accredited, participates in Erasmus+ and has accepted the person onto the course that forms part of the mobility project.

A visitor must also satisfy the general requirements in Appendix V. The person must be a genuine visitor, intend to leave at the end of the visit, have sufficient funds and not use successive visits to live in the UK. A visa national requires entry clearance; a non-visa national will normally require an electronic travel authorisation unless exempt.

04 · Training and youth work

Training is permitted only within a defined non-employment boundary.

New PA 20.1 will allow an Erasmus+ participant to receive training at a UK organisation or education institution. The person must not fill a permanent role, and must either be employed by an overseas organisation or participate as a youth worker. The training should therefore have a stated curriculum, supervision and learning purpose.

The overseas employment limb does not permit the UK host to recruit the participant into its workforce. The home employer, continuing employment, reason for training and relationship between the overseas and UK organisations should be evidenced. The youth worker alternative should likewise be grounded in the qualifying Erasmus+ project rather than used as a general volunteer category.

Where the person is expected to deliver ordinary services, carry responsibility for output, cover staff absence or occupy a role that would otherwise be recruited, the arrangement should be tested against Government Authorised Exchange or another work route. Calling the activity training will not control how it is assessed.

05 · Placements

The Visitor traineeship and job shadowing permissions are deliberately narrow.

New PA 20.2 permits an Erasmus+ traineeship only where the participant is aged 18 or under. The traineeship can last no more than 30 days and must comply with the Working Time Regulations 1998. The participant must also satisfy the applicable Erasmus+ eligibility and permission requirements.

For a participant under 18, Appendix V will require written permission from a parent or legal guardian and from the home education institution for the traineeship or job shadowing. Safeguarding, accommodation and travel arrangements should be resolved independently of the immigration application.

New PA 20.3 permits job shadowing only as participative observation. The participant must not fill a permanent role. A plan that allocates clients, production targets, independent teaching, decision-making responsibility or a deliverable normally produced by staff may have crossed from observation into work.

Visitor traineeship

Age 18 or under, maximum 30 days, required permissions and compliance with the Working Time Regulations.

Visitor job shadowing

Participative observation without filling a permanent role or becoming part of the host’s productive workforce.

GAE placement

Consider the new sponsored scheme where the activity is an eligible traineeship, teaching placement or training assignment and visitor conditions do not fit.

06 · Sport

Erasmus+ sports mobility has a specific visitor provision, not a general coaching exemption.

New PA 20.4 will allow qualifying sports staff, coaches and volunteers to undertake coaching or training assignments at a UK sports organisation as part of Erasmus+. The person must not fill a permanent role. The assignment should be identifiable by programme, host, participant group, dates and duties.

The new permission should not be confused with the existing sports visitor activities or treated as an alternative to International Sportsperson sponsorship for a substantive UK coaching role. A programme participant who will select teams, hold continuing responsibility, be integrated into club staffing or remain beyond the defined assignment requires a separate route analysis.

Payment, expenses, governing body requirements and any regulated activity involving children should be addressed before travel. An activity can be eligible under Erasmus+ and still fail the conditions of the selected immigration route or another legal safeguard.

07 · Student sponsorship

Student sponsorship becomes available for Erasmus+ courses outside the ordinary qualification model.

HC 584 amends Appendix Student so that an Erasmus+ course can qualify even if it does not lead to an approved qualification. It also permits qualifying Erasmus+ study at RQF level 2 or above, or SCQF level 5 or above. Those exceptions respond to the programme; they do not remove the rest of the Student route.

The UK provider must hold the appropriate Student sponsor licence and assign a Confirmation of Acceptance for Studies. The applicant must satisfy the route’s validity, suitability, points, financial and other requirements. A programme admission letter is not a CAS and Erasmus+ participation does not confer sponsorship status on the host.

The Student route may be more appropriate than Visitor where the course lasts longer than the visitor study limit, where the participant requires Student permission for the designed programme or where a connected work placement falls within the amended Student provisions. The route should be selected before the host fixes the course and placement architecture.

08 · Schools

The state school exception is limited to genuine Erasmus+ participation.

The amended Student and Child Student provisions permit study at a state-funded school or academy where the institution participates in Erasmus+ and the study forms part of a genuine mobility project. This is a targeted exception to the ordinary prohibition; it is not a general route for international pupils to attend state schools.

The participant must still have permission under the route that lawfully covers the case. Age, sponsor status, CAS requirements and the underlying eligibility provisions must be checked. The change to the conditions on study should not be presented as a free-standing entitlement to a Child Student grant in circumstances the route does not otherwise accommodate.

Schools and coordinators should identify the admitting institution, its sponsor position, the precise route, parental consent, care arrangements and safeguarding responsibilities. A local authority placement, host family arrangement or exchange agreement does not determine immigration eligibility by itself.

09 · Student placements

Erasmus+ work placements receive specific exceptions, but remain sponsored study activity.

HC 584 disapplies the usual maximum proportion of a course that may be spent on a work placement where the placement forms part of an Erasmus+ course. It also allows a Student sponsor with probationary status to offer an Erasmus+ work placement on a course below degree level.

These are material flexibilities, but they do not remove sponsor responsibility. The placement must form part of the course, and the education provider should retain oversight of its purpose, location, duration and relationship to the programme. The host employer’s role and the participant’s conditions should be recorded accurately.

A work placement exception under Appendix Student is not a general right to take unrelated employment. Course participation, placement activity and any separate work should be classified against the conditions attached to the Student’s permission.

10 · Government Authorised Exchange

The new Government Authorised Exchange scheme is the principal sponsored work option.

Appendix Government Authorised Exchange Schemes will add an Erasmus+ scheme for eligible traineeships, teaching placements and training assignments. The statement identifies IRARA Services Ltd as the overarching sponsor, classifies the scheme as work experience and sets a maximum period of 12 months across the UK.

The route can accommodate activity that is more substantive than the narrow Visitor permissions, but only if the person and placement fall within the scheme and the sponsor issues a valid Certificate of Sponsorship. The host cannot self-declare that a placement is covered or substitute an invitation letter for sponsorship.

The precise placement, duties, supervision, remuneration, funding, duration and sponsor arrangements should be settled before the participant applies. Government Authorised Exchange is temporary permission tied to the scheme; it should not be used to fill a permanent vacancy or as an informal route into continuing employment.

11 · Payment and evidence

Funding, payment and immigration permission must tell the same story.

An Erasmus+ grant may explain how travel, accommodation or subsistence is funded. It does not determine whether payment for UK activity is permitted. The source, purpose and recipient of each payment should be reconciled with the Visitor restrictions or the conditions of sponsored permission.

The core evidence will normally include programme acceptance, the mobility project, the UK host’s status, a detailed activity plan, course or placement dates, overseas employment where relevant, supervision, payment and expenses, accommodation and return arrangements. For a minor, parental and home institution permissions must also be included where the new rules require them.

Consistency matters more than volume. If the learning agreement describes observation but the host contract assigns productive duties, or if the invitation says unpaid while payroll records show remuneration, the legal analysis is unstable. The records should be corrected before the application, not explained after a refusal or compliance enquiry.

12 · Institutional governance

Hosts need a mobility control, not a generic invitation template.

A university, school, employer, charity or sports organisation may receive participants through several immigration routes in the same programme year. The organisation should assign responsibility for route classification, sponsor engagement, invitation wording, right to work or study checks, safeguarding and record retention.

The control should require escalation where tasks change, the placement is extended, payment is introduced, a participant reaches an age boundary, or the host wants the person to remain in a substantive role. A lawful 30 day traineeship does not automatically remain lawful on day 31, and observation can become work when the operating model changes.

The 2027 Erasmus+ programme guide and operational sponsor material may add detail to the programme framework. Institutions should therefore separate what HC 584 has already enacted from programme guidance that is still to be published, and update their mobility documents before the first inbound cohort travels.

Inbound mobility review

A 10 point route decision for every Erasmus+ participant.

Complete the classification before the host issues a final invitation, CAS, placement agreement or travel assurance.

01

Confirm programme eligibility

Verify the participant, sending organisation, UK host and genuine Erasmus+ mobility project under the applicable 2027 programme material.

02

Describe the activity

Record the actual study, training, observation, traineeship, teaching or coaching duties without relying on the programme’s shorthand label.

03

Measure duration

Fix the UK dates and identify route limits, including 6 month visitor study, the 30 day visitor traineeship and the 12 month GAE scheme maximum.

04

Test productive work

Decide whether the person observes, receives training or produces services and whether any permanent or ordinarily recruited role is being filled.

05

Check age and consent

Apply the age limit for visitor traineeships and obtain the required parental, guardian and home institution permissions for minors.

06

Identify the immigration sponsor

Confirm any Student sponsor, CAS, overarching GAE sponsor and Certificate of Sponsorship rather than treating the host invitation as permission.

07

Trace funding and payment

Reconcile grants, salary, fees, expenses and benefits with the selected route and the participant’s contracts.

08

Control entry requirements

Check nationality, entry clearance, ETA, application timing and the transitional rule for applications before 8 October 2026.

09

Align host governance

Allocate responsibility for study or work checks, safeguarding, supervision, sponsor reporting and changes to the activity.

10

Preserve an audit record

Retain the programme, route decision, invitation, activity plan, funding, permissions and any sponsor documents as a coherent file.

Practical questions.

Is there an Erasmus+ visa for the UK?

No. Erasmus+ is the programme framework. Depending on the activity, an inbound participant may use the Visitor, Student, Child Student or Government Authorised Exchange route. Each route has independent requirements.

When do the new UK Erasmus+ immigration rules start?

Most of the relevant amendments in HC 584 take effect on 8 October 2026. The UK’s association with Erasmus+ begins in 2027. Relevant applications made before 8 October are decided under the Rules in force on 7 October 2026.

Can an Erasmus+ participant undertake a UK traineeship as a visitor?

Only within the new narrow provision: the participant must be aged 18 or under, the traineeship must last no more than 30 days, the relevant permissions must be obtained and the activity must comply with the Working Time Regulations and wider Visitor rules.

Can an Erasmus+ visitor do job shadowing?

Yes, from 8 October 2026, if it remains participative observation and the person does not fill a permanent role. Productive duties or responsibility for ordinary staff output may require Government Authorised Exchange or another work route.

Can an Erasmus+ participant study at a UK state school?

The amended Student and Child Student provisions create a targeted exception for study at a state-funded school or academy participating in Erasmus+ where the study is part of a genuine mobility project. The person must still qualify under the relevant immigration route.

Who sponsors an Erasmus+ Government Authorised Exchange placement?

HC 584 identifies IRARA Services Ltd as the overarching sponsor for the new Erasmus+ scheme covering eligible traineeships, teaching placements and training assignments, with a maximum period of 12 months.

Can an Erasmus+ sports coach enter as a visitor?

Potentially. New PA 20.4 permits qualifying sports staff, coaches and volunteers to undertake coaching or training assignments at a UK sports organisation without filling a permanent role. A substantive or continuing coaching job requires a different analysis.

Does an Erasmus+ grant allow the participant to work in the UK?

No. Programme funding does not determine work permission. The actual activity, payment, sponsor and route conditions must authorise what the participant will do.

Does a university need a Student sponsor licence for every Erasmus+ participant?

Not where a participant lawfully uses the Visitor route. Student sponsorship and a CAS are required where the Student route is selected. The activity and duration should be classified before the institution decides which process applies.

Erasmus+ supplies the programme framework. UK immigration law still supplies the permission. The safest mobility is designed only after the host, activity, duration, work content, sponsor and evidence have been matched to the route that actually governs them.

Align endorsement, sponsorship and permission with the sporting timetable.

The athlete or coach, governing body, club, employment and travel position must work in sequence. A route decision should reflect the season and the longer-term career plan.
