Published guidance checked 6 November 2026
Fast handling starts with the sponsor's actual position.
This article concerns in-country Skilled Worker sponsorship using Undefined CoS. It distinguishes allocation, assignment and the worker's application. Official processing periods are conditional service standards, not a guaranteed approval or start date.
The position
How quickly can you obtain an in-country CoS?
If the sponsor already has usable Undefined CoS allocation, there may be no further allocation decision to await: assignment can proceed once the role, worker, authority and required checks are ready. Extra allocation usually takes up to 12 weeks. Eligible accepted and paid priority requests have a 5 working day consideration period, subject to additional checks. Quastels can act promptly to assess the position and progress the sponsor's work; UKVI controls its own decisions.
- A sponsor licence is not the same as available CoS allocation.
- Priority consideration does not guarantee approval or complete the worker's visa application.
- A Level 1 appointment must be eligible, authorised and operational; knowing the login is insufficient.
A business asks for a CoS quickly. That request can conceal several different problems: no available allocation, an inactive allocation, missing system access, an unapproved personnel change or a role which has not yet been checked against the Rules. The first commercial decision is whether the sponsor can assign now or needs a Home Office decision before it can proceed.
Quastels can take ownership of urgent sponsorship work within an agreed instruction, with Jayesh involved in strategy and legal oversight. The service is designed to progress the matter promptly and keep the employer informed of the next material dependency. Speed comes with a clear division between the work we can drive and the decision which remains with UKVI.
01 / The timing question
Establish whether there is an allocation wait at all.
An Undefined CoS is the certificate used for a Skilled Worker applying for permission to stay from inside the UK. The sponsor assigns it from its available allocation. A Defined CoS is used for Skilled Worker entry clearance from abroad and follows a different process. The usual one working day figure associated with Defined CoS should not be quoted as the processing time for an extra in-country allocation.
If the correct allocation is active and sufficient, the outstanding work may concern preparation and assignment rather than waiting for more certificates. The timescale then depends on the sponsor's authority, the completeness of the information and the legal checks. There is no reason to describe every in-country CoS instruction as a 12 week process. Equally, a positive balance is not authority to assign to an ineligible worker or role.
Where extra allocation is required, GOV.UK gives a usual decision period of up to 12 weeks, with longer consideration possible where further checks are needed. That period concerns the allocation request. It does not include every step needed to secure permission for the individual or establish when a new employee may lawfully start.
Usable allocation already available
No additional allocation decision may be needed. The remaining assignment work depends on complete information, eligible access and the legal checks.
Extra allocation through the standard service
Usually up to 12 weeks, potentially longer if UKVI needs further checks.
Eligible priority allocation request
5 working day consideration period after the applicable payment and acceptance requirements, subject to complexity and further checks.
Worker's immigration application
A separate application and processing timetable. CoS assignment is not the visa decision.
02 / Faster consideration
The priority clock must belong to an accepted request.
The Home Office post licence priority service covers specified additional and annual Undefined CoS allocation requests. Its current charge is £350 per request. Eligibility includes an active A-rated sponsor and the required underlying request; a matter already in progress or allocated to a caseworker is excluded. The service is capacity limited. Urgency alone does not secure acceptance.
For an eligible accepted request, the 5 working day consideration period ordinarily begins on the working day after payment. Where a required submission sheet is outstanding, the guidance ties the period to its receipt. Extra checks, complexity or a request for more information can prevent an outcome within that period. The published commitment is consideration, rather than an unconditional allocation approval.
This distinction matters when HR is giving a date to a hiring manager. A request for priority, an accepted paid priority case and an approved allocation are different stages. Quastels can assess the available options and manage the instruction at pace. We do not promise an immediate priority place, a particular Home Office result or completion within a timetable outside our control.
03 / Continuing management
An allocation should support the recruitment plan throughout the year.
A licence does not provide an unlimited supply of certificates. Allocation needs to be managed against extensions, planned recruitment, switches and the sponsor's actual CoS year. The renewal date shown in the licence record matters; it should not simply be assumed to coincide with the company's financial year or every other sponsor's renewal date.
Unused allocation does not carry into the next CoS year. Where automatic renewal applies, the guidance generally links the next allocation to certificates actually assigned in the preceding year, rather than the larger number originally approved. A business which had spare capacity can therefore find that its renewed allocation is lower just as recruitment increases. Sponsors outside the automatic arrangements need a separate renewal decision.
Forecasting should be credible. The Home Office can ask why a particular number is needed and consider the organisation's activity, workforce and compliance position. It can grant fewer certificates or set the allocation to zero. Requesting a large speculative reserve does not create resilience. Effective management keeps genuine demand, available capacity and upcoming decisions aligned.
04 / Operational control
The Level 1 User is central to getting the work completed.
The Level 1 User administers the licence through the Sponsorship Management System, including allocation requests, assignment and relevant reports. The Authorising Officer retains overall responsibility for the sponsor's activity. Holding the Authorising Officer title does not by itself establish that the person has the necessary SMS access to complete an urgent task.
Eligibility is more nuanced than appointing any available employee. Ordinarily, the sponsor needs a qualifying internal Level 1 User who also satisfies the settled-worker requirement, subject to exceptions and transition. For certain continuously licensed sponsors with a successful application before 1 January 2025, the internal-person and settled-worker requirements may be met by different Level 1 Users. The actual configuration should be checked before a new appointment is proposed.
An eligible UK-based representative may be appointed as an additional Level 1 User after the licence is granted. That does not normally replace the sponsor's need for a qualifying internal person, and a new instruction does not itself confer system access. Quastels can advise on, and provide authorised support within, a compliant arrangement. The scope of any Level 1 role and any appointment still awaiting approval must be clear.
Adding or changing a Level 1 User is among the changes potentially eligible for post licence priority consideration. It remains a separate request, with its own requirements. If access has already been lost, do not assume the ordinary online allocation process can continue. The existing UKIC analysis on a sponsor with no Level 1 User addresses that recovery problem in detail.
05 / Current access risks
An appointed user must be able to act when the business needs them.
The September 2026 changes introduced phased mandatory multifactor authentication and a process for inactive SMS accounts. A name on the personnel list is not assurance that the person can access the system, receive authentication messages or respond promptly. Contact details, continued authority and cover for absence are operational dependencies of an urgent CoS instruction.
Level 2 access is also being withdrawn. New Level 2 appointments have not been available since 9 September 2026, and existing accounts must be converted where eligible or deactivated by 8 March 2027. Conversion is not automatic: some existing users will not qualify for Level 1. A person supplied by an employment business, for example, cannot simply be upgraded on the assumption that earlier access establishes eligibility.
Do not share or inherit another person's credentials to accelerate the work. The assignment restriction also matters: an SMS User must not assign a CoS to themselves, their partner or a close relative, subject to the narrow provisional UK Expansion Worker exception. A family-owned business may need a different authorised user for a particular assignment. This is a compliance boundary, not an administrative preference.
06 / A usable certificate
The objective is a correct assignment which supports a viable application.
Allocation approval confirms capacity. It does not certify the proposed occupation code, salary, hours, duties or worker's eligibility. The CoS needs to reflect the actual job and the applicable Rules, including relevant transitional provisions. A rushed assignment based on an old salary assumption can leave the employer with a certificate which does not support the intended application.
The sponsor must also be entitled to assign. A suspended, dormant or revoked licence cannot be used for new assignment merely because an allocation balance remains visible. A continuing same-sponsor B-rated case has its own limited conditions and should not be treated as permission to sponsor a new hire. Nor is allocation on another group company's licence a freely transferable resource.
Costs require care. The CoS assignment fee is separate from the priority fee, any Immigration Skills Charge and the worker's application charges. For Skilled Worker sponsorship the sponsor must meet the applicable CoS fee and associated administrative costs without prohibited recovery from the worker. The applicable charge and responsibility should be confirmed before assignment, rather than introduced as a last-minute obstacle.
The individual still needs the correct application and lawful work position. Assignment does not extend permission or authorise a new job. Where expiry is close, the sponsor instruction must be coordinated with individual advice. Our separate article on allocation delay and an expiring visa addresses that deadline and contingency question without treating the employer's request as protection for the worker.
07 / Instructing Quastels
A responsive service, with clear responsibility for the matter.
Quastels can act quickly where an employer needs in-country CoS support, whether the immediate issue is available allocation, an outstanding request, assignment or Level 1 control. We can scope a focused urgent instruction or bring the work within continuing sponsor licence management. The employer should know who is responsible, what information is outstanding and which decision determines the next step.
Our work can cover allocation and renewal management, the CoS and role assessment, appropriate key-personnel support, Home Office correspondence and coordination with the worker's application advisers. Where several requests depend on one another, the engagement should make the responsibilities and expected sequence clear. Detailed handling is agreed privately around the licence and recruitment need.
For an initial assessment, provide the sponsor licence number, the available allocation or outstanding request details, the proposed roles and the real worker or business deadlines. We will confirm conflicts, client checks, scope and fees before acting. Prompt handling of the work within our control is central to the service; UKVI acceptance, additional checks and approval remain outside any solicitor's guarantee.

Practical questions.
Can Quastels help us obtain an in-country CoS quickly?
Yes. Quastels can act promptly on an urgent instruction to assess allocation, eligibility and access, and progress the required sponsor work within agreed scope. The timetable depends on the licence and whether UKVI must make a decision; no approval or fixed completion date is guaranteed.
Does every in-country CoS take 12 weeks?
No. The usual period concerns a request for extra Undefined allocation. If sufficient usable allocation is already available, a further allocation decision may not be needed before a compliant assignment.
Can priority produce a decision in 5 working days?
Eligible accepted and paid requests have a published 5 working day consideration period, subject to the guidance, additional checks and complexity. This is not a guarantee of acceptance, approval or the worker's visa decision.
Can our lawyer be the Level 1 User?
An eligible UK-based representative can be appointed as an additional Level 1 User after the licence is granted. The sponsor must still satisfy its internal-user and other personnel requirements, including relevant exceptions or transition. Representation does not automatically provide SMS access.
Does unused allocation carry into the following year?
No. Unused certificates are removed at the end of the CoS year. Automatic renewal, where applicable, is generally based on the number assigned in the previous year, so future demand needs its own review.

An employer seeking a CoS quickly needs more than an optimistic processing estimate. Available allocation, authorised Level 1 control and a legally ready assignment determine what can happen next. Quastels can progress urgent instructions promptly and manage the continuing licence position so that the next hire or extension is planned with fewer avoidable delays.
